Scholarship Description: The Lillian S. Fisher Prize will be awarded at the end of the academic year to a student at the University Of Arizona James E. Rogers College Of Law. The prize will be a $1000 stipend. The recipient will be selected on the basis of a competition, judged by faculty members of the Rogers College of Law and the Udall Center. To apply, the student should submit an original essay on some subject relating to environmental law or public policy. The essays will be judged for their scholarly merit and contribution to the field. The winning paper will be considered for publication as a booklet by the Udall Center. The winning 2010 Fisher Prize paper is currently under review for publication in Fall 2011. That paper is “Over the Line: The Congressional Delegation Granting the Homeland Security Secretary Authority to Bypass All Legal Requirements When Constructing Border Fencing is Unconstitutional, and is Not Justified by Policy Interests”, authored by Jenny L.
